I second the Annular Cutter/ Annular Drill when you don’t have a CNC router. You do want a big enough software for the job but they cut actually quickly and form holes which are be} fairly spherical. Annular cutters will work types of pen refills well without having a shank turning down but value a little} extra. Step drills and drill bits probably to|are inclined to} drill oversize even when you go up in small increments. This is ok when you loctite the bearing in or use a rivet /screw to carry it in after meeting, in any other case it'll vibrate and widen/loosen the opening over time.
